Description

The Massachusetts Gaming Commission (MGC) seeks to hire a Licensing Division Manager. Under the guidance of the Licensing Division Chief, this role oversees the daily operations of the Licensing Division, which manages licensing for gaming companies, sports wagering entities, employees, vendors, gaming schools, and alcohol licensing on behalf of the Commission. The division collaborates closely with other bureaus within Investigations and Enforcement, including Financial Investigations, Gaming Enforcement, Gaming Agents, and the Chief Enforcement Counsel.

Duties and Responsibilities

Strategic & Operational Oversight:

  • Review license applications for accuracy, completeness, and compliance with laws and regulations.
  • Communicate with applicants and licensees regarding application status and additional information.
  • Ensure staff compliance with legal and procedural standards.
  • Manage processing timelines for applications and correspondence.

Team Leadership & Management:

  • Train staff on licensing policies and procedures.
  • Supervise daily operations, workload, and performance evaluations.
  • Recommend personnel actions.
  • Mentor team members fostering a culture of collaboration and growth.

Additional Responsibilities:

  • Create and analyze reports to recommend process improvements.
  • Coordinate with internal divisions and external stakeholders for licensing processes.
  • Assist in preparing recommendations and presentations for the Commission.
  • Travel as needed and perform other duties as assigned.

Qualifications

  • Understanding of relevant laws, rules, and regulations, including G.L. c. 23K, c. 23N, and 205 CMR.
  • Strong communication, planning, and organizational skills.
  • Attention to detail and ability to provide training.
  • Critical thinking and problem-solving skills.
  • Proficiency in Microsoft Office and ability to interpret business and financial reports.

Experience, Education, and Training

  • Minimum 3 years of supervisory experience.
  • Proven leadership and project management skills.
  • Bachelor's degree preferred.
  • Regulatory experience in gaming or licensing compliance preferred.
